The [New] button allows you to add a Package from scratch to your Catalog via the Package Explorer.

What are the benefits of this feature?

 

This allows to you add a new Package from "scratch" to your Catalog for use in Projects.

When to use this feature?

 

To create a Package.

The [New] button will open a New Package form:
